Missouri Is the Strongest Current Example Missouri maintains a long menu of ag finance tools: beginning farmer loans, down payment loans, meat processing facility investment tax credits, specialty crop tax credits and value-added agriculture loan guarantees. Few states have this many tools active at once. |
North Dakota — Finance-Heavy, Worth Screening First BND programs are worth reviewing before any land, equipment, livestock or value-added project gets financed conventionally. The ADD Fund, Ag PACE and beginning farmer programs often beat conventional rates by a meaningful margin. |
Federal Tax Credits — Project-Specific CPA Analysis Required Clean fuel, biofuel, energy, R&D and employment-related credits may be relevant but should be screened with a CPA or project finance advisor before being treated as cash in a farm budget. |

Farm Program Paperwork — Update Operating Plans by Sept 15 USDA is telling producers to update farm operating plans by Sept. 15, 2026, especially where payment limits, pass-through entities and ownership interests are involved. This is not optional housekeeping. |
ARC/PLC — Base-Acre Review Through Aug 31 FSA is running the base-acre allocation summary review period through Aug. 31, 2026. Election and enrollment details for the 2026 crop year are still expected later. Know your summary before the window closes. |
REAP Grants Frozen — Treat It as a Loan Conversation REAP grants are paused until new regulations are in place. REAP guaranteed loans continue. Energy projects should be evaluated on the loan side for now. Do not pitch REAP as a grant in any project budget today. |
Disaster Assistance — Updated Thresholds and Extended Deadlines FSA increased SDRP Stage 1 payment factors and extended the deadline to Aug. 12. LFP now triggers a one-month payment after just four consecutive weeks of D2 drought, down from eight. Both changes are retroactive to Jan. 1, 2026. |

August 7 is not a "circle back later" date. | | 2. | Disaster-affected producers should run SDRP with their crop insurance agent and FSA office before August 12. Ask specifically whether Stage 2 applies to uncovered, shallow or quality losses. | | 3. | Iowa farmers with cover crops on the fall plan should apply early. These funds tend to disappear while everyone is still thinking about the county fair. | | 4. | Minnesota beginning farmers should screen both the Down Payment Assistance Grant (open through Aug 31) and separately the Nitrogen Management Financial Assistance if you operate in an eligible drinking-water area. | | 5. | Missouri producers and rural businesses should check both the Food Insecure Cost-Share Grant (due Aug 27) and the broader MASBDA finance menu. If one of these fits, move now. If it does not fit, mark the state financing and fall specialty crop cycles for follow-up. That is where the quieter money usually hides. |
