Policy Pulse 

New Farm Bill Draft Released

The House Agriculture Committee introduced the Farm, Food and National Security Act of 2026. Chairman Glenn "GT" Thompson stated the bill "provides certainty to our farmers, ranchers and rural communities" — committee markup began Feb 23.

Bridge Programs Launch

USDA opened enrollment for Farmer Bridge Assistance and announced the Assistance for Specialty Crop Farmers program. Producers with Login.gov accounts can start receiving payments as early as Feb 28.

Disaster Relief Improvements

USDA's Supplemental Disaster Relief Program now pays for both yield and quality losses. Applications are due April 30.

Value-Added Focus

Rural Development released the FY 2026 VAPG Notice of Funding Opportunity. Applications opened Feb 17 and close Apr 22.

What to Do This Week 
1Enroll in DMC by Feb 26 if you have a dairy operation. Contact your FSA office to select coverage levels.
2Apply for FBA bridge payments as soon as enrollment opens on Feb 23. Set up your Login.gov credentials and review eligibility requirements.
3Submit Oklahoma SCBG proposals by Feb 27. Finalize budgets and letters of support this week.
4Report acreage for ASCF by March 13 to remain eligible for specialty-crop bridge payments.
5Prepare Idaho SCBG applications — due Mar 8. Review the scoring criteria and submit through the state portal.
6Draft VAPG proposals and secure matching funds ahead of the Apr 22 deadline.
7Schedule a conservation consultation with NRCS if considering CRP; continuous signup batching ends Mar 20.

Michigan SCBG

Michigan's 2026 SCBG window closed on Feb 5. Watch for the next solicitation later this year.

Environmental Quality Incentives Program (EQIP)

NRCS accepts applications year-round, but state ranking deadlines vary. Check your state's next cutoff date to ensure your application is considered.

Farmers Market & Local Food Promotion Programs

USDA's Agricultural Marketing Service has not yet released the FY 2026 NOFO for FMPP or LFPP. Monitor ams.usda.gov for announcements.

Glossary 

Conservation Reserve Program (CRP)

A federal program that pays landowners to retire environmentally sensitive cropland for 10–15 years and establish grasses, trees or wetlands. Continuous CRP enrolls specific practices at any time; General CRP enrolls entire fields through competitive signups.

Value-Added Product

A product that increases the economic value of a raw commodity through processing, packaging or marketing (e.g., turning milk into cheese or fruit into jam). USDA's VAPG program funds planning and working-capital activities for these ventures.

Specialty Crop

Fruits, vegetables, tree nuts, herbs, honey, horticulture and nursery crops (including flowers). SCBG projects must enhance the competitiveness of these crops.
